At present, the goals of this electric scooter development pilot program have been forwarded by the Ho Chi Minh City Department of Transportation to the People’s Committees of the city’s districts, wards, and towns for their input and agreement. Subsequently, the Ho Chi Minh City Department of Transportation will provide a detailed report to the Ho Chi Minh City People’s Committee.
A representative from Selex Motors believes that transitioning to green transportation is an irreversible global trend that many countries are actively promoting. This shift is driven not only by environmental considerations but also by the pursuit of new and sustainable economic development.
In Ho Chi Minh City, the shift towards green transportation, including electric scooters, is encountering certain specific challenges. Consequently, the city is actively exploring solutions for the development of electric vehicles.
The “battery sharing swapping” program stands out as a particularly fitting solution for electric scooters within the present urban transportation landscape. This category of electric vehicles is designated as a priority for experimentation in the program, catering to both delivery and passenger transport requirements.

The specific pilot objectives entail the establishment of 100 battery swapping stations and the conversion of 1,000 drivers to electric vehicles during the trial period spanning from July 2023 to June 2024.
Following this phase, the goal is to transition 100,000 drivers from using gasoline-powered motorcycles to electric ones and establish 1,000 battery swapping stations within the timeframe of 2023 to 2027.
These objectives facilitate users in exchanging depleted batteries for fully charged ones at 24/7 “battery swapping ATM station.” These battery cabinets are slated to be positioned in Saigon Co.op supermarkets, bus terminals, parking lots, with an approximate area of 2 square meters.
As opposed to the conventional 3 to 8-hour charging wait, current users can expediently swap depleted batteries for fully charged ones at any Selex swapping station in just 2 minutes, with an estimated cost of approximately 10,000 VND per battery. Equipped with three fully charged batteries, a vehicle can achieve a maximum travel distance of up to 150 km.

Ho Chi Minh City is actively assisting its residents in transitioning from gasoline-powered motorcycles to electric ones.
During the “Citizens Ask – Government Responds” program on the morning of August 6th, Mr. Tran Quang Lam, the Director of the Ho Chi Minh City Department of Transportation, addressed this initiative.
According to Mr. Lam, the city currently boasts a total of approximately 9 million personal vehicles, with approximately 900,000 being automobiles, leaving the majority as two-wheeled vehicles.
In terms of motorcycles and two-wheelers, the city is planning to conduct thorough research, identify specific target areas, and initiate pilot programs, such as those in Can Gio District and central areas. This effort is intended to provide support indirectly through policy measures or directly through subsidizing the cost of purchasing electric motorcycles.
